Milk (Special Designations) Regulations, 1936-1946.—
These regulations concern the issue of Licences for the sale of milks
known as Tuberculin Tested, Accredited and Pasteurised. During
the year the following Licences were granted:—
Principal Licences
Distribution of Tuberculin Tested Milk 5
„ Pasteurised Milk 20
* Supplementary Licences
Distribution of Tuberculin Tested Milk 9
„ Pasteurised Milk 10
Heat Tkeated Milk (Prescribed Tests) Order, 1944.—The
above Order prescribes the technique to be adopted in applying the
Methylene Blue Test and the Phosphatase Test to milk treated by
heat.
Briefly the Methylene Blue Test was instituted to estimate the
souring properties of milk after treatment, and the Phosphatase
Test is the method of ascertaining whether the milk has been
correctly pasteurised.
During the year 83 samples were taken under this Order, and
of these 6 failed the Methylene Blue Test and 1 the Phosphatase
Test.
Particulars of the unsatisfactory samples were forwarded to the
Area Milk Officer of the Ministry of Food.
Bacteriological Examinations of Milk.—In accordance
with arrangements with the L.C.C., the sampling of milk at L.C.C.
Hospitals and Schools was resumed towards the latter end of 1946
so far as a reduced personnel permitted.
Results of these examinations are reported quarterly to the
L.C.C., while in the case of the unsatisfactory samples the information
is communicated immediately to both the L.C.C. and the Area
Milk Officer of the Ministry of Food.
On the 1st March, 1946, the Orders relating to Bacteriological
Examinations, based on the plate count, were rescinded by the
Ministry of Health and the Methylene Blue and Phosphatase Tests,
having proved more accurate, substituted in respect of Specially
Designated milks subjected to Heat treatment.
Analytical Examination of Milk.—Seventy-seven samples of
milk were taken, of which one was found to be adulterated or below
the standard fixed by the Ministry of Agriculture and Fisheries.
* Supplementary Licences are granted in cases where licensed premises are
situated outside the District and the Vendor desires to sell within the Borough.
