Housing.
Repair of War Damaged Dwellings.—The work of repairing
war damaged houses has continued to be carried out by Contractors
controlled by the Council and it can be stated fair progress has
been made with the re-instatement of these dwellings.
There are many properties in the Borough which would normally
have been dealt with under Housing Act procedure. These houses
have further deteriorated and owing to the difficulty of enforcing
even essential repairs, have become neglected. In many cases,
builders have had to contend with the restriction in the issue of
building licences. Work has also been delayed owing to the shortage
of materials and labour and there is no doubt much inconvenience
and discomfort has been experienced by the tenants concerned.
Points System.—At the commencement of the year a "Points"
system was introduced by the Council to deal with the enormous
number of applications for housing accommodation. The scheme
provides for dividing the type of applications into five groups and
awarding points to applicants falling within each group, thus the
applications are sifted and placed in order of priority.
Housing of Homeless Persons.—A total of 1,201 houses, or
parts of houses, have been requisitioned by the Council in order to
provide accommodation for persons rendered homeless as a result
of enemy action, or who are otherwise inadequately housed.

Post-War Housing.—Steady progress continues to be made
in the area known as the Cherry Orchard Site and the first portion
was nearing completion at the end of the year.
