Rehousing.—The provision of new dwelling houses is being
continued at a rate equal to the average for the last 10 years.
134 houses or flats were erected by the Council in 1938. In addition,
55 flats were built by the London County Council whilst private
enterprise was responsible for the further 207.

Overcrowding.—At the end of 1937 there were 751 overcrowded
houses in the Borough. Families found to be living in
overcrowded conditions after the "Appointed Day" (1st July,
1937) are thereby contravening the Housing Act. Fourteen cases
of overcrowding were found but these were 'protected' under the
provisions of the Housing Act due to increases in the ages of
children.
There was unfortunately a check on the following up of "border
line" cases revealed from the Overcrowding Survey due to the
National Crisis and duties involved through Air Raids Precautions
but 808 overcrowded or "border line" cases were re-visited by
the Inspectors in order to note movement of overcrowded families.
Requests from Landlords for permitted numbers were received
and given in 2,215 cases.
The number of cases of overcrowding abated during the year
was 389. Included in this total were 26 owned by the Council and
82 by the London County Council. In 72 cases new housing
accommodation was given following action taken in respect of
slum clearance.
