NOISE
Much concern has been felt in recent years as to the harmful
effects of noise on those living and working in the Borough, Complaints
of particularly objectionable noise have been made from time to time,
and efforts have been made to secure reduction of it. In some cases
considerable amelioration has been effected, but often difficulties
have been encountered. No formal action has been taken under London
County Council (General Powers) Act 1957 which provides for noises to be
treated as nuisances under the Public Health (London) Act 1936 in
certain circumstances, as the restrictions imposed have rendered it in
most cases unpracticable
Towards the end of 1960 the Noise Abatement Act 1960 which somewhat
strengthens the powers to secure abatement of noises which are a
nuisance came into force.
In 1960 the Council accepted an invitation to become a member of
the Noise Abatement Society. The Society aims to eliminate excessive
and unnecessary noise from all sources, by means of publicity,
pressing for the enforcement of existing laws, and for new bye-laws
where existing laws appear inadequate.
