Our refusual to take the disappointing high
infant death rate in 1936 as any evidence of
failure has been justified by last year's return to
more satisfactory figures for the Borough. The
number of deaths is in fact little more than half
that for the preceding year and is quite simply
accounted for by the absence of the exceptional
adverse factors to which I referred in my last
annual report.
