The main changes brought about by the new Regulations, insofar
as they affect the Council, are as follows:—
(a) Dealers' licences will be granted by the food and drugs authority
for the area within which are situated the premises at
or from which the milk is to be pasteurised, sterilised or sold.
(b) Dealers' licences will permit sales outside as well as inside
the area of the licensing authority, and supplementary licences
are therefore discontinued.
(c) A Dealers' (Pre-packed Milk) licence is introduced to permit
the sale of all three kinds of specially designated milk where
the milk is obtained by the dealer in the container in which
it is to be supplied to the consumer, or is pasteurised or
sterilised by the dealer.
(d) The period for which a dealer's licence is granted is extended
from one year to five years.
These changes operate as from the 1st January, 1961.
In addition, new and modified tests for tuberculin tested and
Pasteurised milk have been introduced.

The number of licences issued under the previous Regulations during 1960 was as follows —

One licence to sterilise milk was issued, and is included in the
above figures, but the firm concerned discontinued business during the
year, and no milk is now sterilised in the Borough.
Ice Cream Premises.
Section 16 (a) of the Food and Drugs Act, 1955, provides for the
registration of premises used for the sale, or manufacture for the purpose
of sale, of ice cream, or the storage of ice cream intended for sale. The
number of premises registered at the end of the year was 273. Prior to
registration, the premises are inspected as to suitability before recommendation
to the Health Committee. The majority of applications are
for the sale of pre-packed ice cream from refrigerated containers.
Particular attention is paid to premises where manufacture takes place,
and samples of the product are taken for examination. There are 9
premises in the Borough where ice cream is manufactured.
Butchers' Shops.
There are 64 butchers' shops in the Borough. All these shops are
systematically inspected, 2,133 visits having been made during the year.
Two notices concerning non-compliance with the Food Hygiene
Regulations were served.
One shop where horseflesh is sold for human food is included
among the butchers' shops mentioned above.
One case of an employee in a butcher's shop who was seen to be
smoking a cigarette, which is an offence under the Food Hygiene
Regulations, was reported to the Health Committee, who instructed
that the case should be dealt with by a cautionary letter.
