The Health Committee were empowered by the Council to
exercise on their behalf the powers transferred and the Medical
Officer of Health was appointed to inspect and approve houses
in respect of which application for registration was received, and
the Sanitary Officers of the Council were authorised to enter common
lodging houses.

The common lodging houses in Battersea are three in number, and details relating thereto are set out in the following table :—

Systematic inspection has been carried out of these houses for
some years by the Council's inspectors, and, generally speaking,
they have been found to be in a sanitary condition and conducted in
accordance with the requirements of the by-laws.
Applications for the renewal for one year of the existing licences
were granted by the Committee in June. The Council in September
adopted rules relating to the procedure to be adopted in dealing
with applications for licences.
Seamen's Lodging Houses.
By the Transfer of Powers (London) Order referred to on
page 76 the Council were empowered to enforce the by-laws made
by the London County Council as to seamen's lodging houses, to
licence and inspect such premises, and to supervise their sanitary
condition, in accordance with the by-laws for the time being in
force.
There are, however, no seamen's lodging houses in the Borough
Drainage Work.
The by-laws made by the London County Council under the
Metropolis Management Acts with regard to drainage, and also
those under the Public Health (London) Act relating to waterclosets,
&c., are enforced by the Council.
