The Transfer of Powers (London) Order, 1933.
By virtue of powers contained in the Local Government Act,
1929, the Minister of Health issued the Transfer of Powers (London)
Order, 1933, which came into force on 1st April, and which transferred
to the Metropolitan Borough Councils certain functions
previously exercisable by the London County Council, relating
to the following matters :—
Common Lodging Houses.—Licensing inspection and regula
tion (vide p. 76).
Seamen's Lodging Houses.—Licensing, inspection and supervision
(vide p. 77).
Cowhouses.—Licensing of dairymen to use premises as a cowhouse
(vide p. 87).
Slaughter-houses and Knackers' Yards.—Licensing and inspection
(vide p. 87).
Offensive Trades.—Consideration of and decision upon applications
for sanction to the establishment anew or enlargement
of certain offensive businesses (vide p. 80).
Infant Life Protection.—Reception of notices by persons who
undertake for reward the nursing of infants; inspection
of dwellings where nurse children are maintained; fixing
number of children who may be kept in any such dwellings,
and application to a Court of Justice for an order directing
the removal of an infant to a place of safety (vide p. 44);
and certain other matters not coming within the purview of the
Public Health Department.
Upon the Order coming into force the Council delegated the
new duties imposed upon them, as far as legally permissible, to
the Health Committee, and the Medical Officer of Health was
appointed as the person to undertake certain statutory duties.
The Council also adopted rules relating to the licensing of the various
persons and premises dealt with by the Order.
These matters are referred to in greater detail under the headings
relating to the various subjects.
Common Lodging Houses.
The Transfer of Powers (London) Order, 1933, which is referred
to above, placed upon the Council, as from the 1st April, 1933,
functions previously exercised by the London County Council,
including the registration, licensing, inspection and regulation of
common lodging houses and the enforcement of the by-laws made
by the London County Council relating thereto, but not the power
of making such by-laws.
