The By-law came into force in June, 1927.
No proceedings were taken under this By-law during the year,
but there is evidence that the existence of the by-law has had a
deterrent effect with regard to this objectionable form of nuisance.
Disinfectants.
The Ministry of Health, by circular letter, drew attention to
the danger of the distribution by Local Authorities of disinfectants
in ordinary bottles and urged that such disinfectants should only
be supplied in containers distinguishable by touch.
No action on the circular was necessary as the Council's practice
was in accordance with the suggestion of the Ministry.
HEALTH PROPAGANDA.
Health Exhibition, 1928.
A Health Exhibition was held from the 5th to the 8th June,
1928, in the Grand Hall and annexes by courtesy of the Finance
Committee. The opening ceremony was performed on the first day
by the Mayor (Alderman J. F. Lane, j.p.), who was supported by
many of his Metropolitan colleagues and other distinguished visitors.
On succeeding days the opening ceremony was performed by
Dr. John Fairbairn, Professor Louise Mcllroy and Lady Islington.
The exhibits included models of the various phases of the
Maternity and Child Welfare Work of the Council and the voluntary
organisations carrying on ancillary work, and stalls shewing the
public health work of the Council. Interesting exhibits were also
kindly provided by the Victoria Hospital for Children, Chelsea
(complete model of a sunlight treatment centre), the National
Association for the Prevention of Tuberculosis, the Dental Board
of the United Kingdom, the British Dental Hospital, the Clinical
Research Association, the Metropolitan Water Board, and the
Metropolitan Asylums Board.
Special features, which were much appreciated, were the
displays of physical exercises, Morris dancing and the singing of
pupils from the elementary schools in the Borough. Lectures on
various health subjects by distinguished specialists were given
in the lower hall and attracted good audiences. Displays of films
illustrating health topics were also given in the lower hall and were
well attended.
The Exhibition, as a whole, was highly successful, a conservative
estimate of the number of visitors during the week being 30,000.
The report of the Medical Officer of Health upon this Exhibition will
be found set out in the Appendix. Of the total cost incurred
(approximately £165) the sum of £70 was allowed by the Ministry of
Health to rank for grant as expenditure incurred under the Council's
Maternity and Child Welfare Scheme.
