Sanitary Conveniences.
During the year, plans and estimates were approved for the
erection of a new Public Convenience for men and women in Town
Hall Road, in substitution for the existing urinal there, and also
at the corner of Cringle Street and Battersea Park Road. These
conveniences were under construction at the end of the year.
Rag and Bone Dealers.
The bye-laws relating to the business of a rag and bone dealer
were strengthened during the year by the making of additional
by-laws by the London County Council as follows:—
(1) A person carrying on the business of a rag and bone
dealer shall not sell or distribute or cause or permit to be sold
or distributed any article of food or any balloon or toy (a) in
or from any part of the premises used for or in connection with
his business, or (b) in the course of his business while carried
on from any cart, barrow or other vehicle or receptacle used
for the collection or disposal of rags, bones, fat, rabbit skins,
or other like articles or (c) in any other way connected with his
business. (2) A person carrying on the business of a rag and
bone dealer who shall offend against the foregoing by-law shall
be liable for every such offence to a penalty of Five Pounds.
Provided nevertheless that the Court before whom any information
may be laid or any proceedings may be taken in
respect of any such offence may if the Court think fit adjudge
the payment as a penalty of any sum less than the full amount
of the penalty imposed by this by-law.
The new by-laws came into force on the 20th June, 1928.
During the year, an offence against the by-law was reported
to the Committee, the offender being cautioned.
Fouling of Footways by Dogs.
The Council, in 1927, on the recommendation of the Health
Committee, decided to make the following By-law with regard to
the fouling of public footways by dogs :—
"No person being in charge of a dog in any street or
public place ahd having the dog on a lead shall allow or permit
such dog to deposit its excrement upon the public footway.
Any person offending against this By-law shall be liable to
a penalty not exceeding 40s.
This By-law shall cease to be in force after the 30th June,
1929, unless a By-law confirming and continuing its provisions
has been duly made and come into force before that date."
