The action of the Council in acquiring these additional
properties has to some considerable extent restored the efficiency
of the scheme originally proposed by them, but which had to be
curtailed and otherwise seriously impaired, the Ministry of Health
being only prepared to agree to an amended scheme.
It is to be hoped that when the Plough Road Scheme is completed steps will be taken by the Council to proceed with other
similar improvement or reconstruction schemes which were prepared
and submitted to the Ministry of Health in 1920. The
transformation which has been effected in this area from the health
and social standpoints by the demolition of these dirty, dilapidated,
old, worn out and insanitary houses, and the erection of new,
well built, adequately lighted and ventilated houses equipped with
electric light, hot water supply and other necessary and hygienic
amenities, should prove the value of such action and should be
a stimulus in proceeding to deal quickly and systematically with
other black spots in the Borough.
Houses Let in Separate Tenements.
During the year 60 houses were registered under the Bye-laws
made by the London County Council under the provisions of the
Public Health (London) Act, 1891, and the Housing Act 1925,
with respect to houses intended or used for occupation by the working classes and let in lodgings, or occupied by members of more
than one family.
Pending the repeal of the Rent and Mortgage Interest (Restrictions) Acts 1920 and 1923, these bye-laws cannot be completely
enforced.

Insanitary Houses. The following is a list of streets in the Borough in which houses were found, on inspection, to be insanitary, and were dealt with by the Council under the provisions of the Housing Acts, either informally or by the service of notice under section 3 of the Housing Act, 1925, during 1928.
