Increase of Rent, etc., Acts.
During 1928, ten applications were received from tenants for
the certificate, and four* from owners for the report of the Sanitary
Authority under the above-mentioned Acts. The application for
the certificate was granted in eight cases and refused in the remaining
two ; applications for reports were granted in each of the four cases.
Action under Section 5 of the Housing Act, 1925.
During 1928, 42 cases relating to 56 houses were reported to the
Housing Committee for contraventions of Section 5 of the Housing
Act, 1925, which requires the rent book (if such is provided) to be
kept in the prescribed form.
The attention of the owners was drawn to the omission and in
38 cases a satisfactory explanation was received and the requirements of the section were subsequently complied with. The
Committee directed that cautionary letters be sent to the offenders
concerned. In the remaining four cases the Committee authorised
proceedings to be taken to enforce the requirements of the Section.
Insanitary Areas.
No additional insanitary areas were represented to the Council
during 1928.
During the year further progress was made with the Plough
Road Improvement Scheme, the eighth, ninth and tenth blocks
being completed, and the eleventh and final block nearly completed.
As described in the Annual Report for 1927, the Council, in
order to render the Plough Road Improvement Scheme more
efficient decided to acquire by purchase cottages in Holtby Place
and factory premises in Britannia Place adjoining, as the acquisition of these properties would enable the Council to improve
their scheme very considerably by (1) continuing Britannia Place,
hitherto a cul-de-sac, into Hope Street, and (2) rendering it possible
to provide additional accommodation by the erection of three
additional blocks (18 tenements). Some other improvements were
also made possible in the planning of the Estate.
The eleventh block in the Plough Road Improvement Scheme
was erected on the South side of Britannia Place (partly on the site
of the factory premises), and the vacant land at the rear of the blocks
already built was converted into an open space.
The site of the small cottages in Holtby Place was utilised
for the erection of three blocks (18 tenements) and application
was successfully made for the subsidy to be granted in respect
thereof.
