CLEAN AIR ACT, 1956
SMOKE CONTROL ORDERS
The Chelsea No.3 (Cheyne Ward and Royal Hospital Ward)
Smoke Control Order, 1964.
The Council made a Smoke Control Order in respect of the Cheyne
and Royal Hospital Wards at its meeting on the 29th April, 1964. This
is the third Order to be made by the Council. The two preceding Orders
covering Church Ward and Hans Town Ward have been operative since 1st
November, i960 and 1962 respectively.
The third area comprises over 262 acres and contains 6,593
dwellings and 511 industrial and commercial premises. Confirmation of
the Order by the Ministry was dated the 13th October, 1964 and it will
come into operation on the 1st July, 1965. In view of the amended
grant arrangements set out in the Ministry Circular No.69/63 estimates
of cost originally submitted with the Order were revised and duly
received approval.
The results of the detailed survey revealed that 1,807 dwellings
contained appliances requiring adaptation or replacement in order to burn
an approved smokeless fuel. The cost of this work was estimated at
£31,900.
The Ministry issued Circular No.60/64 on the l8th December,
1964. It stated that in view of the strain on existing supplies of
electricity the Minister had decided that until further notice the
expenditure incurred in the installation of electrically operated space
heating appliances would not attract grant. The exception to this
ruling is the thermal storage heater which takes its current wholly from
a circuit designed to operate at an off-peak electricity tariff. The
Minister will continue to keep the position under review in the light of
changes in the fuel supply situation.
Certain amendments to the Clean Air Act, 1956 were contained
within Section 95 of the Housing Act, 1964. Among other changes in
administrative procedure for smoke control areas, new legislation was
introduced with regard to the conditions for grant to be paid for gas
and electric ignition. It had been formerly a stipulation that work of
adaptation must accompany the provision of ignition in order to qualify
for grant. The effect of subsection (9) is that subject to the usual
conditions, expenditure on the provision of ignition is eligible for
grant, whether or not attendant work is involved.
