Up to the date of this Report, there have been inspected
in Lambeth Parish 500 Workshops, containing 863 workrooms,
in which were working at the time of such inspections,
3,020 persons, 1,331 males, and 1.689 females (females
alone being employed in 187 workshops). Further, 42
were children under 14 years of age (18 males and 24
females), 367 young persons, i.e., between 14 and 18 years
of age (100 males and 267 females), and the rest adults
(1,213 males and 1,398 females); and of the 3,019 so-called
"protected persons" (i.e., children, young persons, and
women), the Medical Officer of Health has given written
notice to the Factory Inspectors, as required by Section 27
of the Public Health (London) Act, 1891, and Section 3 of
the Factory and Workshops Act, 1891, from time to time
as he became aware of their being employed.
The Factory Inspectors on their part are required by
Statute to give certain information and help to Sanitary
Authorities in connection with the carrying out of the Factory
Acts. Thus, by Section 26 of the 1891 Act, and Section
41 of the 1895 Act, Notices of Occupation of Workshops
are to be sent to the Factory Inspectors, who must forthwith
forward such Notices to the Sanitary Authority of the
District in which such Workshops exist. The Vestry of
Lambeth, as the Sanitary Authority, has received 31 such
Notices during 1897, as compared with 29 during 1896.
The Factory Inspectors are further required to send
written Notices to the Sanitary Authority of any contravention
of the Public Health Acts to which their attention
has been called during the course of their inspection in
connection with any factory or workshop (Section 4,
Factory and Workshops Act, 1878). The Sanitary Authority
is to report to the Factory Inspector as to the Action taken
