This report contained my views on the various sections
and concluded with a general statement on the Regulations
which I herewith set out.
"The adoption of the Regulations by the Ministry of
Health will be a great step forward in regard to the cleanliness
of food and the protection of the public. There is no
doubt that the public would suffer more from the way in
which meat is handled, were it not for the fact that it is
cooked before consumption.
"But there is much danger from foodstuffs other than
meat which are eaten without the previous protection of
cooking, such as salads, fruit, etc.
"There are also other foods which are cooked in bulk
and subsequently handled and exposed for sale in shops and
on stalls in open streets, such as fried fish, cockles, whelks,
winkles, etc.
"It is as important that these other foodstuffs should be
subject, to at least, as careful supervision in its handling
and distribution, as meat."
The Regulations are based on the recommendations of the
Departmental Committee on Meat Inspection and are
designed to secure more adequate inspection of animals
slaughtered in this country and improvements in the handling,
transport and distribution of meat.
I append the Regulations as made by the Minister of
Health.
PUBLIC HEALTH, ENGLAND.
MEAT.
The Public Health (Meat) Regulations, 1924, dated
December 20, 1924, made by the Minister of Health
under the public health (regulations as to Food)
Act, 1907 (7 Edw. 7. c. 32).
The Minister of Health, in pursuance of his powers under
the Public Health (Regulations as to Food) Act, 1907, and of
all other powers enabling him in that behalf hereby makes
the following Regulations:—
Part I.—General.
1. These Regulations may be cited as the Public Health
(Meat) Regulations, 1924, and shall come into operation on
the 1st day of April, 1925.
2.—(1) In these Regulations, unless the context otherwise
requires—
"The Minister" means the Minister of Health;
