DISTRIBUTION OF THE POPULATION. Population of the Wards.—I subjoin a statement of the population of the Wards, as ascertained in March, 1896:—

The first three Wards are in North Kensington, the last
five in South Kensington.
Inhabited Houses.—No information was obtained at
the quinquennial enumeration in 1896 as to the number of
inhabited houses. Theoretically this is to be regretted, seeing
that estimates of population, based on the rate of increase in
the previous inter-censal period, are checked by the number
of inhabited houses, and the average number of persons to a
house as ascertained at the preceding census. In practice,
however, this test has not proved a very reliable one, as was
explained in the last annual report, pages 11-13. The conclusion
