(c) That the houses let in lodgings ill the Special Area in " Notting-dale,"
and not at present on the register of houses let in lodgings or occupied
by members of more than one family, should be registered forthwith.
(d) That at registered houses in the Special Area—
(1) All drains should be made perfect and be trapped from the
sewer.
(2) Additional water closet accommodation should be provided
where necessary.
(3) Water for drinking and dietetic purposes should be supplied
from the rising main, and, where practicable, should be
laid on to the upper part of each house.
(4) The yards of the several houses should be paved.
(5) The houses generally should be put in such a state as to be
fit for human habitation.
As the outcome of the reference, a bye-law relating to
furnished rooms in registered houses was framed and submitted
to the Local Government Hoard for their sanction; all
the houses not previously registered were put upon the
register; additional water-closets were provided where necessary,
and a certain number of the yards were paved. Many of
the houses in the district now obtain water for potable use
direct from the main. Effect was not given to the recommendation
of a disinfecting oven. The drains remain as they were,
many of them had been disconnected from the sewer prior
to the stop put to work of this kind under the circumstanccs
set out in the Annual Report for 1895 (pages 83—88).
