Individual Unfit Houses.
Under the provisions of Section 11 of the Housing Act, 1936,
nine houses were represented as being unfit for human habitation
and not capable at a reasonable expense of being rendered fit.
Underground Rooms.
During the year the inspection of rooms under 7 ft. in height
used for human habitation was continued, and as the result of these
inspections 51 basement rooms were, reported as being actionable
under Section 12 of the Housing Act, 1936. Closing Orders were
made by the Council in respect of 19 of these rooms : in one case
the owner gave an undertaking not to use the room for living or
sleeping purposes, and one house containing two underground
rooms was demolished before the Orders were made.
Undertakings were given by owners to carry out the necessary
work which would result in removing 29 rooms from the scope
of this Section, and in 11 cases the work was not completed by
the end of the year.
As foreshadowed in my last report, the issue of regulations
designed to secure uniformity of procedure in relation to underground
rooms are under consideration.
