owners pull down the building after the order has been served by the
Local Authority, but leave the material upon the site in all its ungainliness.
It may perhaps be useful to point out that the Authority
are enabled, not only to secure the demolition of the building, but also
the absolute clearance of the site. For Sec. 34 of the principal Act,
i.e., the Housing of the Working Classes Act, 1890, which is in force,
provides that "the owner shall, within three months after the order for
the demolition of a building becomes operative, proceed to take down
and remove the building and, if the owner fails therein, the Local
Authority shall proceed to take down and remove the building and
shall sell the materials, and after deducting the expenses incident to
such taking down and removal, pay the balance of money (if any) to
the owner."
