The London Government Act 1899 is an Act to make
better provision for the government of London. Its provisions
have already been fully discussed by the Vestry. It had been
expected that it would have contained clauses for the transfer from
the London Council of several matters dealt with by it under
the provisions of the Public Health (London) Act, 1891, but the
only transfer of Public Health interest seems to be that of registering
dairymen, subject to the power of the London County Council
making the by-laws.
Metropolis Management Acts Amendment (By-Laws)
Act, 1899.—It extends the powers of the London County Council
to make by-laws under section 202 of the Metropolis Management
Act, 1855, for the following purposes, "requiring persons about to
construct, reconstruct, or alter pipes, drains, or other means of
communicating with sewers, or the traps and apparatus connected
therewith, to deposit with the Sanitary Authority of the district
such plans, sections and particulars of the proposed construction
or reconstruction, or alterations as may be necessary for the purpose
of ascertaining whether such construction, reconstruction or alteration
is in accordance with the statutory provisions relative thereto,
and with any by-laws made under the said section."
Seats for Shop Assistants Acts, 1899.—This Act provides
that where female assistants are employed for the retailing of goods
to the public the employer shall provide seats behind the counter
in some suitable position in the proportion of one seat to every
three female assistants employed in each room. It is enforceable
by the London County Council, although it might possibly have
been more usefully and better carried out by the Local Authorities.
Baths and Washhouses Act, 1899.—This Act amends the
provisions of the Baths and Washhousss Act, 1878, by repealing
its fifth section, so as to enable covered or open swimming baths
to be used for music and dancing under certain conditions.
Small Dwellings Acquisition Act, 1899.—This is an Act
to empower Local Authorities to advance money enabling persons
to acquire the ownership of Small Houses in which they reside;
providing that any advance shall not exceed
