There appears to be no guidance as to what the term
" cost price " means, consequently one is left in doubt as
to whether this means the cost of the milk and its preparation
only, or whether the pro rata cost of the establishment,
buildings, staff, &c., would have to be included.*
The sale of ordinary milk does not appear to be contemplated

by infants under two years being the only milk mentioned.

conditions and requirements are likely to be.

(4) Moreover, it should be noted that under the pro-
visions of section 18, this Act does not come into
operation until the first of January, 1915, or
such later date, not being later than the first day
of October, 1915, as the Local Government
Board may appoint, †

29th September, 1914.
'[NOTE.—The Local Government Board later stated: " They understand that
the words were inserted to prevent milk being sold at less than the
price paid for it, and that it was not intended to requite that the
price should be fixed sufficiently high to cover all other expenses."
tThe Board were not prepared to indicate in advance what conditions they
would be likely to impose, and would prefer that particulars of any
proposed scheme should be submitted in outline.
tThe Board later made an Order appointing the 1st October, 1915, for the
commencement of operation of the Act.
