In September, 1923, the London County Council gave special
consideration to the reports received and paid a warm tribute
to the manner in which the duties had been carried out by the
Greenwich Borough Council's Officers.
The following advantages which had been evident were
enumerated :—
(i) The Officers of the Greenwich Borough Council were
in personal touch with the welfare centres and could
thereby be of material assistance to the fostermothers;
(ii) the Officers of the Greenwich Borough Council had
a local knowledge of the district, and were in close
touch with the general public health work of the
Borough; and
(iii) the travelling expenses of such officers should be less
owing to the smaller area necessarily covered.
Against these advantages however, the following disadvantages
were mentioned:—
(i) Possible lack of uniformity of standard;
(ii) Inability of officers of the Borough Council to follow
up cases outside the Borough; and
(iii) Possible delay in urgent cases.
It was, however, found impracticable to formulate a Scheme
which would be acceptable to the whole of the City and Metropolitan
Borough Councils and the London County Council consequently
resolved to terminate the arrangement with Greenwich on 31st,
December, 1923.
The Council sent a resolution of regret to the London County
Council at their decision and considered that in the interests of
of economy and with a view to securing efficient administration
these powers of the County Council should be permanently transferred
to the Borough Councils.
The numbers of foster-mothers and nurse children at the end
of 1923 were exactly the same as was the case at the end of 1922,
viz, 43 foster-mothers and 61 nurse-children.
The following changes have taken place during the year:—
