entailed by the loss of 10,000 human lives annually would more
than counterbalance that, and surely should weigh down the
right-side scalepan. Money ought not to count where human
life is at stake. Having done our part, it would then rest with
us to see that this bovine scourge never again got the upper
hand and was relegated to the same position which is now held
by glanders and rabies. By doing so we should have again
proved the value of having worked together, as opposed to the
plan of separate and watertight compartments."
A much discussed circular of the Ministry of Health (No. 325)
has been issued and, in my opinion, this circular is undoubtedly a
retrograde step, which fortunately has been cured during this current
year by the withdrawal of the circular itself.
Milk and Cream Regulations, 1912 and 1917.—During the
year no special samples were taken under these regulations, but by
arrangement with the Public Analyst all samples of milk analysed
by him were reported upon as to the presence or absence of preservatives.
No samples of Cream were taken, either preserved or
fresh, for this article is used to a very limited extent.
Milk (Mothers and Children) Order, 1919.—During the
year 62,215 lbs. of dried milk of various kinds have been supplied
under these Orders to mothers and children attending our Infant
Consultation Centres.
Meat.—During the year it was not found necessary to
seize any animal or meat exposed for sale, or deposited in any
place for the purpose of sale, or preparation for sale.
The following were voluntarily surrendered and destroyed :—
4 forequarters of beef ; 100 lbs. of beef.
