STATE OF PAUPERISM IN THE BOROUGH.
The number of paupers relieved weekly in the Borough is still decreasing,
for in 1915 they averaged only 7,424, as contrasted with 8,629 in 1914; 9,399

They were also 1,457 below the average (8,881) of the past sixteen years 1899-1914, the particulars of which are as follows:

Indoor Paupers.—The average number relieved each week was 3,987
or 612 less than the average which obtained in the preceding year, and as
contracted with a weekly average of 4,657 in the decennium 1905-1914.
Outdoor Paupers.—On an average 3,437 persons were relieved in each
week, as compared with 4,030 in 1914, with 4,619 in 1913, and with a decennial
weekly average of 5,063. Of these paupers, the number of adults was 2,159,
and of children under 16 years of age 1,278.
Vagrants.—No vagrants were relieved, as the wards were closed in
January, 1909.
Children Boarded out—On a weekly average, these numbered 75
as compared with 89 in the preceding year. They were also 37 less than the
decennial weekly average of the years 1905-14.
