ARTIZANS' DWELLINGS, STONEY LANE, HOUNDSDITCH.
These buildings, erected by the late Commissioners of Sewers and opened
in January, 1885, stand upon ground formerly the site of several courts and
alleys in the Ward of Portsoken.
There are five "blocks" of Dwellings, severally named King's—Queen's—
Prince's—North—and South, designed for occupation by persons of the
artizan class; some of the ground floors being let as shops. The buildings
contain 501 rooms, arranged in 244 tenements, and are occupied by 878*
persons, compared with 919 in 1908. Sixty-nine per cent. are adults, and
thirty-one per cent. children (under 14 years).
This reduction in the number of inhabitants is owing to the steps taken to
prevent overcrowding, which had been brought to my notice in the course of
the year. It should be stated that where overcrowding was found to exist, it
was not due to the abuse of sub-letting but mainly to the natural increase
of families.
The death rate for 1909 was 15.9 per 1,000 per annum [of which 29
per cent. was of children under 5 years of age]. The number of deaths
per 1,000 births of children under one year was 77, as against 103 for the
City generally.

The number of births was 26, viz.: 13 males and 13 females. The birth
rate was 29*6 per 1,000, and is 0.7 per 1,000 below the average for the
previous five years.
