Unfortunately there are no accurate means of arriving at the number of persons in the City during the daytime.
It will be seen from Table I. on the previous page that there was a marked
decline during the year in the percentage of adulterated articles, having fallen
from 6.59 per cent. in 1908 to 3.27 in 1909, the lowest recorded since I have
held office.
