MILK SUPPLY.
During the year a record has been made in the Council's Register of Milk Purveyors of the
immediate source of the milk supplied to the retail traders in Kensington. The only milk produced
within the Borough comes from a cowshed containing three cows in the Walmer Road. These
premises have been regularly inspected, particular attention being paid to the condition of the
milch cows.
Milkshops.—In addition to routine visits by the Sanitary Inspectors, a systematic inspection
of all the milkshops in the Borough has been made by the Chief Inspector and myself.
Of the general shops where milk was sold 101 were removed from the register under the
powers conferred by the London County Council (General Powers) Act, 1908, as unsuitable for the
sale of milk. Five shops communicated directly with bedrooms, one communicated with a barber's
shop, the occupiers of three milkshops held off licenses for the sale of beer, and on the remainder
of the premises removed from the register, coal blocks, loose pickles, paraffin oil or other objectionable
articles were sold. The oil shops for the most part were small, ill ventilated, crowded with
a great variety of general goods and often very dirty. The names of the occupiers of 20 general
shops were subsequently restored to the register on their undertaking to give up the sale of objectionable
articles, and where necessary to provide additional means of ventilation. At the present
time the number of persons registered as selling milk on premises within the Borough is 190. The
premises may be classified as follows:—
A. Milkshops or Dairies where no general goods are sold 123
B. General shops where milk is sold 43
C. Restaurants where milk is sold 24
Total number of premises where milk is sold 190
Ice Cream.—The number of ice cream merchants or manufacturers in the Borough is 177.
The trade is regulated under the London County Council (General Powers) Act, 1902, Part vii.,
Sections 42-45, and a register is kept of premises where ice cream is sold. Both the premises and
barrows of ice-cream vendors have been frequently inspected during the year.
PLACES WHERE FOOD IS PREPARED.
As in the case of milkshops, special inspections of these premises with a view to ensuring
compliance with the General Powers Act, 1908, were deferred until the end of the first quarter of
the year under consideration. The total number of inspections made amounted to 803.
Restaurants, Eating Houses, etc.— In addition to restaurants and eating houses there are
in the Borough a considerable number of provision shops where sausage meat is made or where
meat is cured by various processes. The number of these premises on the register is 216, and among
this number are included 32 butchers' shops, 147 restaurants and 37 fried fish shops. As the result
of the inspections made during the year, the following work has been carried out on premises where
food is prepared. Twelve defective drains have been repaired, 24 gullies have been removed, 33 new
ashpits have been provided and 127 premises have been cleansed. Two w.c's. communicating with
places where food is stored have been dealt with ; in one case an intervening ventilated space has
been constructed, in the other the w.c. has been abolished.
Food Stalls.—In Portobello Road, Clarendon Road and Golborne Road a considerable trade
is carried on in food which is sold from costermongers' barrows and from stalls. The stalls are
regularly inspected, occasional visits being paid on Saturday nights.
Fried Fish Shops— Visits were paid to a large number of fried fish shops and places where
fish is cured, with a view to advising the Public Health Committee on the bye-laws for the
regulation of these premises submitted by the London County Council. In the majority of instances
