During the year a Conference of Representatives of the
various Metropolitan Boroughs and City Councils has been held
at the invitation of the County Council to consider as to proposed
amendments of the law dealing with smoke nuisances. It
was agreed that it ought to be possible to take action for
nuisances occasioned by smoke, although such smoke was not
actually black in character. It was also agreed that the word
chimney ought to include chimneys of Government workshops,
and also the chimneys of buildings where manufacturing processes
were carried on under statutory powers. It was also
agreed that, in special cases of nuisance, the proceedings might
be taken by the London County Council, at the request of and
by agreement with the local Sanitary Authority.
Food and Drugs Act. Four hundred samples have been
purchased under the provisions of the Sale of Food and Drugs
Acts and submitted to the Public Analyst for analysis, of which
381 were certified to be genuine and 19 adulterated, the
adulterations thus being equivalent to about 5 per cent, of the
samples taken.
Of the total number of samples purchased, 129 were butter,
of which 2 were adulterated ; 181 were milk, of which 15 were
certified to be adulterated; the remaining adulterated samples
were one of separated milk, and 1 of liniment of iodine.
Proceedings were taken in 15 of these cases, in two other
cases proceedings were not taken because of informality in the
actual taking of the sample, in one other case a cautionary
letter was sent, and in the remaining case it was arranged that all
of certain old stock remaining in the shop should be destroyed,
