THE RIVER LEA.
Owing to the hot weather experienced during last summer,
combined with an exceptionally small rainfall, the river Lea,
which it will be remembered, receives the effluents from the
sewage farm and the Leyton sewage works, became very offensive.
As a result a letter was received from the Local Government
Board early in July enclosing copy of a communication from the
tenant of the White Hart Hotel, Temple Mills, complaining of a
nuisance from the River Lea alongside his premises, and asking
for the observations of the Borough Council upon the subject.
I immediately had a sample of the Lea water taken from the
Lead Mill Stream as it flows past the White Hart Hotel, and submitted
to the public analyst. The following is a copy of his
certificate of analysis. I also made an inspection of that part of
the river complained of, and found its condition so foul as to
justify the complaint which had been made. I reported to the
Public Health Committee the result of my inspection and in
consequence the Town Clerk was instructed to forward the
following letter to the Local Government Board in answer to their
communication of the 30th June.
