Report on the sanitary condition of the Hackney District for the year 1911

The preventive measures detailed in my report of 1910,
applicable to pulmonary tuberculosis, have been continued and
extended during 1911.
In my annual report for 1910, I stated that there were in the
Borough at the end of that year 444 factories, 1,321 workshops
and 3,164 outworkers. At the end of 1911 these figures had
changed to 489 factories, 1,157 workshops and 3,071 outworkers.
I have pleasure in stating that the officers of the department
have, on the whole, carried out the duties entrusted to them to
my entire satisfaction.
Population and Density.—On the 3rd April, 1911, the 12th Census
of the population of England and Wales was taken. This gives the
population of these countries at midnight, 2nd April. In reference
to the population of London the census yielded some surprises. It
showed firstly, that the population of the Administrative County
of London as a whole had decreased during the preceding ten years,
to the extent of 13,306 persons or 0.3 per cent. of the population
enumerated in 1901. Of the total number of Metropolitan
Boroughs, including the City of London, the census showed that
only nine had increased in population since 1901, the increase
varying from 34.3 per cent. in Wandsworth to 0.2 in Greenwich.
Hackney is included in the nine boroughs above referred to, but
its increase of population was only l.6 per cent. of the enumerated
population in 1901, whereas its increase of population during the
preceding intercensal period 1891-1901 amounted to 10 per cent.
of the enumerated population in 1891. The remaining boroughs
and the City of London showed a decline in their populations,
varying from 27 per cent. in the City of London to 0 7 per cent. in
the Borough of Battersea.
