BLACK SMOKE.
During 1909, the Inspectors made 32 special smoke observations.
The London County Council sent notice of 23 infringements,
and one was derived from a private source. In 15 cases the
emission of black smoke lasted three minutes or more, and in
respect of these action was taken as recorded in the accompanying
table. In the other cases, the emission were not considered
sufficiently serious to justify further action.
