Regarded as one house. The number of separate occupations in
any house let out in tenements, and for which only rating exists,
is not included.
A careful watch is kept over the condition of the house property
in the district, and whenever necessary notices served for insanitary
conditions. In some of the worse streets inspections are
very frequent, and necessarily so. In some districts a house or
set of rooms may be well cleaned, and occupied by new tenants,
say, for a few weeks, to be ejected later for non-payment of rent.
When a house after such a short tenancy is next inspected, it may
be dirty,even filthy, with fittings dilapidated and windows smashed.
These undesirable occupiers often show no trace of housecraft and
may even maliciously damage the house.
These short tenancies and frequent removals increase the work
of the department considerably.
HOUSES LET IN LODGINGS—These are sometimes called
for short registered houses, and are houses entered in the register
of Houses let in lodgings. They are subject to special supervision
by the Inspectors, and very frequently visited by them. In all
these houses the following cleansing operations are carried out
each year in April, May, or June:—
1. The internal surfaces of the yards, water-closets, and
houses are limewhited.
2. The internal surfaces of the rooms, passages, and staircases
are always stripped, whitened, distempered, or repapered
where necessary.
3. The ceilings are whitened.
The old wall-paper is always stripped off before the new is put
on, so that there is only one layer of paper on all the walls.
Bye-laws for these houses were ''allowed'' by the Local
Government Board on July 29th, 1904, and received the Board's
sanction on that date.
