under this Act, adopted the following resolution, "excepting the
making or determining of a closing order ":—
"That the Public Health Committee be empowered to
enforce within the Borough the provisions of Sections 14, 15,
16, 17, 18, 36 and 43 of the Housing, Town Planning, &c.,
Act, 1909, and to proceed without submitting their proceedings
for the approval of the Council in all matters relating
to the serving and receiving of notices and taking legal
proceedings, and otherwise to execute the powers conferred
upon the Borough Council by the before-mentioned sections
of the Act."
On the 10th September the Local Government Board issued an
order and circular letter prescribing Housing Regulations made
under Section 17 (1) of the above Act. This order and letter were
referred to the Public Health Committee for report. After due
consideration the Committee submitted the following resolutions to
the Council for their approval:—
(1) That a house-to-house inspection continue to be made
of such dwelling-houses in the Borough which in the opinion
of the Medical Officer of Health it is desirable should be
inspected from time to time. We do not attempt at present
to fix the intervals between such inspections, but leave that
question open for the Committee to determine hereafter.
(2) That the Medical Officer of Health, in accordance with
Article I., prepare lists of dwelling-houses in the Borough,
the early inspection of which in his opinion is desirable.
(3) That the two sanitary inspectors now engaged on
house-to-house inspection, and as many of the district
inspectors in the intervals of their routine work so far as
this will not clash with or impede the necessary sanitary work
of the Borough be detailed for the inspections referred to,
acting under the immediate supervision and direction of the
Medical Officer of Health.
