declining birth rate there has been a declining death rate. This
latter has declined from 17.9 per 1,000 living persons in 1899 to 13.2
per 1,000 living persons in 1909. This means that if the death rate
of 1899 had been maintained over last year there would have been
1,104 more deaths in Hackney than actually occurred. The decline
in deaths almst exactly counterbalances the loss of population due
to the declining birth rate. The birth rate for all London for the
year 1909 is 24.2 per 1,000 living.
Illegitimate Births and Birth Rates.—The total number of
illegitimate births registered in the Borough of Hackney during
1909 was 385, but of these, 282 occurred in the Salvation Army
Rescue Home, Mare Street, 260 being of mothers from places outside
of Hackney, also 6 illegitimate births occurred in the Hackney Union
Infirmary—the mothers belonging to other districts. Deducting
these 266 from the total registered, there remain 119 illegitimate
births amongst the population of Hackney during 1909. This is
equivalent to an illegitimate birth rate of 20'8 per 1,000 births.
