number of persons than will admit of the provision of three
hundred cubic feet of free air space for each person of an age
exceeding ten years, and of one hundred and fifty cubic feet of
free air space for each person of an age not exceeding ten years
to occupy, at any one time, as a sleeping apartment, a room
which is used exclusively for that purpose, and which, in the
case of a lodger, has been let to that lodger."
"4. A lodger in a lodging-house and subject to the provisions
of these By-laws, the landlord and tenant of the lodging-house
shall not knowingly cause or suffer a greater number of persons
than will admit of the provision of four hundred cubic feet of
free air space for each person of an age exceeding ten years,
and of two hundred cubic feet of free air space for each person
of an age not exceeding ten years to occupy, at any one time,
as a sleeping apartment, a room which is not used exclusively
for that purpose, and which, in the case of the lodger, has been
let to that lodger."
On reference to the table of occupancy it will be seen that in
only four of the tenements did the amount of cubic space fall below
the above standard, i.e., in only four tenements was there overcrowding,
and these were low degrees of overcrowding, i.e., in three
instances to the extent of one child and in the other one adult too
many in the available space.
Sanitary Conveniences.—The adequacy of the provision of
sanitary conveniences to these premises has been also questioned.
On inspection it was found that each house was provided with one
w.c., situated on the ground floor and approached from the yard.
From the table before referred to it may be seen how many
individuals in each house would use this convenience. It may be
here stated that there is no fixed standard of w.c. accommodation
for dwelling-houses. The provision of such accommodation in
London is governed by the Public Health (London) Act, 1891,
Sec. 37 (1), (3), (4b).
