Water Certificates.—During the year 20 water certificates were issued
by the Council under Section 48 of the Public Health (London) Act, 1891.
Before these were given it became necessary for the Inspector to make 420
visits. The granting of these certificates effects a very useful purpose, for it
ensures (a) that the service pipe shall be buried in the ground to a depth of
2 feet 6 inches: (b) that where it passes through an open area or through
cellars it shall be amply protected from frost; (c) that a draw-off tap for
dietetic purposes shall be fixed to the main pipe in a suitable position, and
(d) that the storage cistern shall be placed in an easily accessible position, and
shall be of sufficient capacity for the requirements of the people living in
the house.
