namely, 2 for women on the wash-house balcony, and 2 for men on the
scullery balcony. (4) The substitution of one slop-sink for one of the
two draw off sinks in each of the sculleries. (5) The erection, in the
courtyard, of a separate building for stores, which could also be used as
an office for receiving rents ; and an increase in the height of the
southern boundary wall from 5 to 7 feet.
The architects estimate, after making allowance for the above
variations, was £17,690 10s„ exclusive of the cost of making up half of
the public road-way in Grove Cottages, Architect's and Quantity
Surveyor's fees, Clerk of Works' salary, and costs of conveyance of
the land and of the loan.
Thirty-three tenders from builders were received for the erection of
dwellings in accordance with the plans and specifications of the Architects,
the amounts varying from £20,534 14s. to £14,688. The lowest tender,
that of Messrs. Gathercole, Bros., of Norbury, for £14,688, was accepted
by the Council on the 16th December, subject to their references being
satisfactory, to the works proceeding, and the necessary sanction to the
loan being obtained.
On consideration by the Committees of the London County Conncil
of the Borough Council's application for consent to a loan of £18,000 for
the erection of the buildings, certain objections were taken by the officers
of the London County Council to some of the details of the plans, and to
meet these objections the Borough Council resolved, on 16th January,
1909, to authorise variations in the plans that would provide (1) for the
entrances to the two W.C.s for men to be from the staircases, and not
through the sculleries ; (2) the provision of air-ducts in the floors for the
ventilation of the bed-rooms of the two-room tenements on the interior
walls ; and (3) the provision of hand-rails on both sides of the flights of
staircases. It had been originally proposod by the Public Health
Committee, for the more efficient ventilation of the tenements, that fanlights
should be provided over the outer doors of all tenements, but this
suggestion was not approved by the Fire Brigade Committee of the
London County Council, although such fanlights were allowed in the
case of Sir Thomas More Buildings. As the staircase landings in the
new scheme have open balconies facing south there is but little reason
to anticipate that the ventilation of the tenements will be unsatisfactory.
Eventually the sanction of the London County Council was given to a
loan of £16,000, and without conditions. The Public Health Committee
resolved to insert in the scheme the provisions as to the entrances to the
men's W.C.s and the hand-rails to the staircases, but not to proceed with
the air-ducts.
The extra cost of the variations, as finally agreed upon, is estimated
at £141.
