SCHEME FOR INDUSTRIAL DWELLINGS ON LAND IN
GROVE COTTAGES, MANOR STREET, GIVEN BY
EARL CADOGAN, K.G.
On the 30th September, 1908, the Borough Council accepted a
scheme for associated dwellings on the site prepared by Messrs. Wills
and Anderson. The reason for adopting an associated tenements scheme
instead of one for self-contained tenements was due to Earl Cadogan's
stipulation that the total income of tenants should not exceed 25/- per
week, and the consequent necessity for fixing a low rental scheme for
the tenements.
Messrs. Wills and Anderson's plans provide for a 5-storey building
with half-basement, in one continuous block, extending East and West
along the main frontage, and containing 40 one-room tenements, and 80
two-room tenements, the entrances being in the courtyard on the south
side of the block, which also contains bicycle and perambulator sheds.
The superficial area of the living rooms will be 170 sq. ft., and of the
bed-rooms 130 sq. ft. There will be one scullery and one wash-house on
each floor for every six tenements (4 two-room and 2 one-room tenements),
and the original scheme provided for one W.C. to every three
tenements. The scheme will make provision for a population of about
400 persons.
On the 11th November, the Council, on the recommendation of the
Public Health Committee, approved of certain variations in the plans,
as follows :—(1) The Eastern and Western extremities of the building
to have shallow flanking blocks, with the object of obtaining a greater
open space between the new building and the houses in Margaretta
Terrace on the Western boundary. (2) Artificial stone to be substituted
for York stone for the landings and staircases. (3) Four W.C.s to be
provided for every 6 tenements instead of 2, as originally proposed;
