The remaining Sections apply to the Corporation
of London, and do not appear to affect the Metropoitan
Sanitary Authorities at all.
When the Bill which ultimately became the above
Act, was issued, it was noted with much satisfaction
by this Authority, that provision was made for Local
Authorites to deal with offensive offal fish refuse and
the like, which are at present dealt with by Contractors,
being removed in tank vans which if not
most carefully used are a source of great nuisance,
many complaints having been received from ratepayers.
The Bill proposed to vest the ownership of
such refuse in the Local Authority who would arrange
for the removal and disposal of the same, at the same
time safeguarding the financial interests of the shopkeepers
in respect of the value of this refuse, which is
very largely used in the making of fish guano.

Omitted.
For some reason or other it was found impracticable
to allow those provisions to remain, and when this
Act was finally issued it was found that no provision
had been made for dealing with offensive refuse of this
character.
Mention was made in the monthly Reports for the
months of January and May as to the very necessary
provision contained in the London County Council
(General Powers) Act, 1907, for enforcing a supply of
water to the upper floors of tenement houses.
