Offensive
Refuse, Fish
Offal, &c.
In the early part of the year several complaints were received
as to nuisance arising from the temporary storage and removal of
offensive refuse, mainly fish offal. An extensive investigation of
all the premises in the Borough where such refuse is made was
instituted, and it was found, generally speaking, that the
Bye-Laws v ere fairly closely observed. It was, however,
observed that in the removal of the refuse some laxity existed on
the part of the carmen of the tank vans. The contractors, two
in number, who are mainly responsible for the removal of fish
offal in Bethnal Green were communicated with, likewise the
offal producers in the Borough, and there is every reason to
believe that the better conditions existing since are due to the
action taken by this Department.
As the investigations in this matter progressed it became
increasingly apparent that the present arrangements for dealing
with offensive refuse were most unsatisfactory, and after much
consideration the following report was presented by your
Committee to the Council:—
"For some time past the Committee have had under
consideration the question of removal of fish offal and other
like offensive trade refuse from various establishments in the
Borough.
"This business is at present mainly in the hands of two
contractors, and although carried on generally within the
limits of the law it is impossible from the methods adopted,
which do not constitute any infringment of the law, to avoid
nuisance.
"Recently an endeavour has been made to secure some
working arrangement whereby the removal of such offensive
matter may be carried on without nuisance or annoyance to
the inhabitants. To this end the various offal producers in
the Borough have been communicated with, and the general
concensus of opinion is that the Council should undertake
the work at some small charge to cover the cost to the
Borough.
