" In addition to the defects described as to the drainage, the w.c.'s
and fittings will require to be overhauled and in certain instances
remodelled and brought up to date, one w.c. at least being defective.
B Block.
"The drain was next opened up near the Needle Workroom where
it was found to be a 6in. pipe taking two soil pipes, each receiving six
w.c.'s on the different floors in this block. The drain at the foot of the
soil pipe was patched up with red tile, the junction pipe was broken
and the ground underneath was wet and saturated with percolation
from the defective drain.
" This drain then passes on and enters into a kind of intercepting
trap which has been most improperly fixed under the footway, and
which being provided with an open grating over it acts as a ventilaton
for the drainage system and soil pipes immediately under the noses of
passers-by and into the windows of the block and buildings adjacent.
The emanations from this intercepting trap are rendered more dangerous
from the fact that it also takes the drainage of the slop sinks of three
floors and from a gulley in an angle of the building.
" On opening the drain at the south-east corner near the gully a
oin. drain was found with a 9in. drain almost immediately under it.
The gully in the angle entered the 9in. drain in the centre of the yard.
This 9in. drain is broken in places, is not provided with proper jointing
material, has been patched up at different times and can only be
described as being in a very defective condition. The (Sin. drain
referred to appears to be dead but not disconnected from the drainage
system. So far as it is possible to judge at some time or other it took
the drainage from the lavatories inside the corridors.
Yard of ablebodied
female
block.
" On opening the ground at this point a large brick receiver
measuring roughly 3ft. by 2ft. 6in. and about 2ft. 6in. deep was found
under the w.c.'s. Two w c.'s discharge directly into this, the pipes
from the w.c.'s being brought into this large receiver or cesspool about
2ft. Gin. from the bottom. It need hardly be added that the cesspool
is in a very offensive and most insanitary condition.
