Night Census of Homeless Poor. In accordance with
the request of the London County Council, arrangements were
made during the year to carry out a census of this character, and
it is very gratifying to find that no people were discovered to be
sleeping out in any part of the Borough on the night in question,
i.e., February 17th. In order, however, to make sure that this
was not an unusual state of things on that night only, arrangements
were made with the Police that they should quietly make
similar observations for the whole of the week just preceding and
succeeding the date named, and they also could not report the
finding of any such cases.
Housing of the Working Classes. The Greenwich
Market area, which has been receiving attention from time to
time both at the hands of this Council and the Admiralty Authorities,
is now being thoroughly transformed, much of the old
property being pulled down and replaced by shops and other
modern premises.
Premises have been found to be overcrowded in 15 cases,
which have all been abated, and in five cases the illegal use of
underground rooms has been discontinued. Five hundred and
thirty-six houses have been generally repaired; 372 premises have
been cleansed, limewashed, and repaired; 55 have been improved
as regards their ventilation; 208 premises have had the walls and
ceilings cleansed throughout, and 248 premises have been partially
cleansed; leaky house roofs and gutters have been repaired in
375 cases; nuisances from dampness have been abated in 173
cases; direct connection between the internal sanitary fittings of
houses and the sewer have been disconnected, trapped and
amended in 312 cases; similarly 213 stack pipes have been
