Sketch plans, referred to above, were laid
before the Sanitary Committee, approved in their
entirety, and subsequently sanctioned by the
Court of Common Council. Contracts were
entered into and the works at once proceeded
with, under the supervision and responsibility
of Mr. Engineer (D. J. Ross, Esq.), to whom
I feel personally indebted for the liberal-minded
way with which—putting aside all feeling of
professional etiquette—he adopted the general
arrangements and requirements of the building,
as shown in my original designs.
Reduced copies of these plans are attached
hereto, by which the scheme will be readily
understood.
