In ray last Annual Report certain defects
in these dwellings were pointed out, notably
the absence of bathrooms, and the want of
separate and independent water closets for each
tenement.
In this respect we are behind neighbouring
sanitary authorities in the metropolis and
elsewhere.
The desirability of attending to this matter is
more urgent than ever, especially as the present
water-closets, pans, and attachments are of an
obsolete and objectionable pattern. The woodwork
surrounding the pans is rapidly decaying,
and that portion of the floor beneath the seats
consists of uncovered earth, and in some cases
stinks abominably. The flooring in front of the
seats is, however, properly paved.
In my judgment the whole of these W.C's
should be forthwith removed, and pedestal closets
with lifting seats substituted, so that the pans
may be utilised as urinals and slop-sinks.
