FACTORIES AND WORKSHOPS.
In my Report for 1898 will be found a resume
of the Factories and Workshops Acts so far as
they relate to the obligations of Sanitary
Authorities; at the same time it was pointed
out that, in spite of attempts on the part of
the Legislature (in 1878 and 1896), there
still remained a strong necessity for further
codification.
Another Bill dealing with these places has
since been introduced in the House of Commons
by the Government, in addition to which four
other Bills have been prepared by private
members.
There is only one provision in the Government
Bill to which attention need be drawn, viz.,
Clause 23, in which it is proposed, that—
"After the first day of January, 1904, an
"underground bakehouse shall not be used
"unless certified by the Sanitary Authority
"to be of suitable construction for that
"purpose, &c."
