THE STRAND DISTRICT, LONDON.
In the cases carried to the Court of Appeal the
opinion of the Judges has not been unanimous and the
decisions somewhat conflicting.
It has been suggested by a deputation from London
Sanitary Authorities to the County Council that a Bill
should be introduced to remedy the anomalous condition
existing. Fortunately in the Strand District little
trouble has arisen, probably from the fact that owners
can not build or rebuild over a public sewer.
Houses let in Lodgings.—On the 12th July, 1894,
the Local Government Board sanctioned bye-laws for the
Strand District under the "Public Health (London) Act,
1891," section 94, relating to houses let in lodgings or
occupied by members of more than one family.
In two essential points do these bye-laws differ from
those suggested by the Local Government Board.
That body was of opinion that all houses under a
certain rental which are let in the manner referred to
should be placed upon the Register; on the other hand,
your Board has contended for many years that the
bye-laws should apply only in such cases as in the
discretion of your Board appeared to require the application
of the bye-laws for their more effectual control.
Eventually, the view of your Board has been adopted.
The other alteration refers to the amount of air
space to be allotted to children in such houses; in the
bye-laws in force in the Strand District no distinction
is drawn between children and adults in this respect.
