subject. The register of persons seeking employment, which
had been kept in the Board's Offices for several years, was
again brought into requisition, and the names of a considerable
number of persons seeking employment registered, a
number of whom were employed temporarily for the purposes
of the Board; but the register did not serve the purpose
which was anticipated—viz., that of informing employers
where they could obtain workmen. The question is a very
difficult one.
Transfer of Jurisdiction,
In the year 1892 the Vestry of St. Pancras applied to
the London County Council to make an Order under the
Local Government Act, 1888, transferring Prospect Terrace,
Gray's Inn Road, and the disused Burial Grounds of St.
George, Bloomsbury, and St. George the Martyr, Holborn,
from the Parishes in which they were by law situated to
the Parish of St. Pancras, in which they were geographically
placed. The question as to the power of the London
County Council to make an Order, on the ground that it
was in effect directly overruling the express provisions of
the Acts under which the Burial Grounds were purchased,
was raised ; but the decision of the Court of Appeal was
to the effect that the London County Council had
power to entertain the application, and after a lengthened
enquiry, the Council came to the conclusion that it was
desirable that the transfer should be made, and an Order
was accordingly issued. No further opposition was offered
to this Order, and it has since been confirmed by the Local
Government Board, and the transfer of jurisdiction took
effect on the 25th March, 1894.
