FACTOHIES AND WORKSHOPS.
In 1878, the Government of the day consolidated
the whole of the Factory Acts, since
which date the Legislature has added thereto,
from time to time, several new Acts dealing
more or less with this subject.
This action resulted in an amazing complication
which taxed the abilities of all but those learned
in the law to understand, and it was not until
the passing of the Act 58 and 59 Vict., cap. 57,
operative on the 1st January, 1896, that matters
were simplified. This new Factory and Workshop
Act was intended to amend and extend the law
relating to such places, being another attempt to
consolidate without repealing all previous Acts,
and in its own words is to be " construed as one
" with the Factory and Workshop Acts from the
" year 1878 to the year 1891, and those Acts and
" this Act may be cited collectively as ' The
" ' Factory and Workshop Acts, 1878 to 1895.' "
The result has been to add to the obligations
imposed upon Sanitary Authorities by
the Public Health (London) Act, 1891.
