SMOKE NUISANCES
Considerable time and trouble has been
bestowed in watching for smoke nuisance, not
only by your own Officers but by the police
constables, but the law permits such a wide
opening for the escape of offenders that I regard
this as a waste of public time under existing
circumstances.
Fifty-nine cases liable to be dealt with under
the section of the Public Health (London) Act,
1891, have been reported, 4 in the East, 14 in
the Middle, and 41 in the West District,
respectively.
All were formerly declared by the Sanitary
Committee "uisances" within the meaning
of the Act in consequence of the emission of
"black smoke," and Notices were served in
due course in each instance. No less than 272
separate inspections were made, viz., 151 in the
East, 23 in the Middle, and 98 in the West
Districts.
