After much consideration, the Sanitary
Committee directed me to prepare a set
of bye-laws, in which the then existing
Regulations of 1867 should be adapted as far
as possible to the requirements of more
modern sanitary legislation. In due course I
submitted such alterations as suggested themselves,
from a long experience of the shortcomings
of the regulations framed by my
predecessors, having regard mainly to the
altered and improved state of public intelligence,
as well as to the technical legal
difficulties found in obtaining concordant
conclusions in the cases submitted to the
Magistrates for prosecution.
